[p=30, 2, left]因毕节市团委截取捐款的“管理费”三万余元,致附属工程不能完工,村民遂投书，希望市团委看在孩子们的份上，能完成后续工程:[/p]
[p=30, 2, left] [/p][p=30, 2, center]希望小学的希望在哪里[/p][p=30, 2, left]毕节市阴底乡红星小平希望小学是香港小平教育基金会刘百行先生等捐资贰拾万元（港币），市教育局匹配资金叁拾捌万元人民币。才得以修建成的一所漂亮舒适的希望小学。现在主体工程已竣工，红星村的400多适龄儿童已告别昔日靠租民房来上课的日子。也告别了一到雷雨季节就没河水阻隔在对面，令家长担心，也让学校无法正常上课的日子。[/p][p=30, 2, left]其间香港小平基金会谭可功先生一行先后三次来红星村考察、奠基及竣工典礼。第一次来阴底乡红星村考察后，为了使他们所捐的资金能完全用在小平希望小学的建设上，也就是为了所捐资金的安全，他们与毕节市团委签订了协议，请团市委来帮助他们管理资金。这样一来政绩是团市委的了。当然，团市委作为政府机构，希望工程的职能部门，理因由他们来管理，功劳也应该是他们的，尽管这一所希望小学并不是他们与小平基金会联系的。可是，当香港小平基金会的第一笔资金汇到团市委的帐号上后，他们不但没有及时地按进度地将资金转拨给阴底乡小平希望小学的施工方。几经周折后他们却是将香港汇过来的8万港币折合成人民币后从中扣出近两万人民币来做他们所谓的“办公经费”。这样扣出我们作为老百姓的无话可说，可是香港的第二期拨款是在七月底就汇到团市委的帐上的，他们一直等到九月才下拨。其间，小平希望小学去问过几次，他们都以这样或那样的理由搪塞。当然在香港小平基金会的来阴底参加完竣工典礼后，第二期款他们是愿意下拨了，可一样的，还是折合成人民币后，从8万元的港币中扣出人民币一万六千多元。[/p][p=30, 2, left]试问，这样的行政机构我想是不是可以不设？人家捐钱是用来修希望小学，还是捐来给他们办公？二十万港币折合人民币才十八万多，团市委两次就扣出了三万多，试想，还有多少可以用于学校的修建？最主要的现在的小平希望小学，才刚刚起步，课桌还差一百四十多套，学校的的操场还是土坝坝，更不要说体育场地和设施了？团市委这样做，他们也真的是太狠心了！请求上级有关部门帮忙，看团市委所扣出的所谓“办公经费”该还是不该？如果都像这样，还有谁愿意在我们这些贫困地区捐资建校呀！[/p][p=30, 2, right]乐都河全体村民[/p][p=30, 2, left][img=577,3]file:///C:/Users/Darwin/AppData/Local/Temp/ksohtml/wps_clip_image-3723.png[/img][/p][p=30, 2, left][url=http://yangbo.gydpx.org/]杨波图文集[/url]——[url=http://yangbo.gydpx.org/corn]乡村社会记录[/url]——[font=宋体]乐都河小学[/font][/p]
